INTERNAL CONTROL OF WHEAT. Mr Hoover announced that he is ready to take over the entire wheat ration immediately, unless speculation is discontinued. It is stated that a commission is fixing the price for 1917 wheat, nnd that hereafter wheat will be exported principally in the form of flour.
