The "Times" Washington correspondent states that th>e State Department, which until the present has been opposed t'j an , ultra severe embargo, has fir,ally sanctioned the complete raI Zoning of neutrals suspected to supplying Germany. The failure of neutrals to supply the figures the United States requested in support of their claims I that they were not supplying Germany, has convinced the State Department ' of the need for a drastic embargo, and this will be continued indefinitely. INTERNAL CONTROL OF WHEAT. Mr Hoover announced that he is ready to take over the entire wheat ration immediately, unless speculation is discontinued. It is stated that a commission is fixing the price for 1917 wheat, nnd that hereafter wheat will be exported principally in the form of flour.
