As the result of Spanish representations, Germany has agreed to give sale conduct to hospital ships provided Spanish naval officers are aboard and guarantee that only sick and wounded arc carried. A German submarine sank another Spanish fisher. Four of tho crew were' wounded. Great indignation is shown. SUBMARINK" LOSSES CONSIDERABLE. ROME, Aug. 7. It is- reported that German submarine losses are increasing. At least twentyfive were missing during duly, and several were admittedly destroyed. NO WINTER CAMPAIGN.
