FREVCH MISSION ARRIVES A CORDIAL WELCOME. Maishal Joffre and M. Viviani, have arrived aboard the Presidential yacht. They were'greeted by bands' and crowds.
Mr Lansing met Marshal Joffre on the deck of the Mayflower. The cordiality of the greeting was notable. The voyage was without event. AMERICA'S LOAN POLICY. The United States will lend the Brir tish Government 200,000,000 dollars immediately out of the 250 millions jiTßt raised and expected out of the first issue of the loan of two billions, which gives subscribers four months to pay for tho bonds by instalments, "'he Government is considering the question of making financial advances to Italy and .Russia.
