The "Petit Parisien" quotes an interview with Count Romanones, who said: "We are neutral, but are blockaded more than Britain. Our vessels are unable to sail. Business is paralysed. It means ruin. And while ruining us the Germans are carrying on a propaganda in our midst, seeking to frighten us with the horrors of war. The time has come when every man must give his vote and take his part in the European conflict. In ing I voted for France."
