The police believe that whoever was responsible was killed by the conflagration. MR BALFOUR. TO VISIT AMERICA. (Australian and N.Z. Cable Assn.) Received 0.50 a.m., April 13th. WASHINGTON, April 11 The greatest interest is shown in Mr Balfour's projected visit, which is designed to bring about a better under- j standing of the joint conduct of the war. The officials are pleased that such an eminent statesman has been chosen for the task. It is considered that owing to America's attitude towards alliances Mr Balfour will handle the delicate subiect diplomatically His I mission will be the beginning of a series ! of conferences of the Allies. Some newspapers suggest that these may discuss the question of America agreeing not to make a separate peace. THE MEXICAN MENACE. (Router's Telegrams.) Received 0.50 a.m., April 13th. WASHINGTON, April 11. Tho State Department regards war with Mexico as a distinct possibility, lfc learns that Carranza iB planning an embargo on Tampico oil. This will constitute a hostile act. The Cuban Government authorities announce that an army of ten thousand will co-operate with the United States.;
