SOLDIERS' BALLOT PAPERS. (Australian and N.Z. Cable, Assn.) LONDON, March 30. I Senator Grant has cabled to Air Ramsay Macdonald that the wealth Government is marking soldiers' ballot papers "Ministerialist" and "Oppcbition."
