BARROW STRIKE. MOTION FOR CON'ITNITANCE. (Australian and N.Z. Cable Assn.) ' LONDON, March 29. The Barrow strikers, by 2838 votes against 218, decided, not to 'resume on the terms proposed by the Government. CALL FOR MEN. PRODUCTION AND THE ARMY. _ In the House of Commons Mr Bonar Law, in introducing the Military Service Bill, said the clifficu.ty of apportioning men to the army and to essential industries was greater than ever. It was hoped that last autunwi's ar : rangemonts 'would give the requisite, men for the campaign as then arranged, but Home requirements were so pressing that those expectations wore not fulfilled. The Army's needs ob'iged them to give way. The need for tho Bill was chiefly due to the urgency of food production and shipbuilding iccruits. Since the new year the numb -r of these was 100JO0O below the estimate- Some shortage had been made up by weeding out fit trench men from behind the lines. The authorities considered that unless the deficiencies were fully made up the prospects for the commg campaign would be" seriously jeopardised. The Bill ennWes the authorities to deal with 1,000.000 men. It is estimated that "100.000 will be forthcoming during 'the next three months.
