During the month traefcion engine haulage had been responsible for much damage to; the roads in parts of the County, in large measure no doubt to overloading, which in exisiting circumstances it was often difficult to detect, arid could only be adequately coped with special inspectors during 'the principal hauling season, and men would be required to supervise both during smd after dajvlight. A fresh case 'of breach of tlie by-laws was reported this day, and two cases were before the Court cm Tuesday. He would urge that the Council's solicitors be instructed'to press for adequate penalties where convictions are oHtained. as the nominal ones usually''imrxiw"''' do:not appear to stimulate any regard for many of the conditions laid down for the regulation of this traffic, which is largely a convenience for the few at the expense of the majority of ratepayers.
