It is widely rumoured in Berlin that a separate peace will lie offered to Russia, 'the terms being—the evacuation of Russian and Austrian territory, autonomy of. Poland, and an internationalised Constantinople tin dor a Russian protectorate. In America Hoik,<;g's speech of r I hursday is eagerly awaited. It is believed to ho probable that there will bo an offer of a separate peace.
