GERMAN OFFER REFUSED. (Australian and N.Z. Cable 'Assn.) Received 5.5 p.m., March 25th. ROTTERDAM. March 23. The Government has refused Germany's offer of compensation for seven torpedoed Dutch ships. STEAMERS BLOWN UP. GERMAN PLOT SUSPECTED.
A British steamer which arrived from Archangel recently reports that two steamers blew up there, killing 1500 people, presumably as the result of a German plot.
