MINISTERS AT HOME.
EDINBURGH HONOURS MR MASSEY.
Australian and N.Z. Cablo Assn. Received 1 a.m., Nov. 22nd. LONDON, Nov. 21. The Freedom of Edinburgh, was conferred on Mr Massey. Mr Massey, in returning thanks, said he was prepared to accept an Imperial Council as a preliminary to a fuller Imperial Parliament, tho Council to meet yearly in London or ono of tho Dominions. Taxation without representation was wrong, and when the Dominions had given 750,000 of their best manhood and much treasure tho argument "was all the stronger.
