'' ' CALLING UP RECRUITS. AUSTRALIAN PROCLAMATION. "(Australian and N.Z. Cable Assn.) \ MELBOURNE, Sept. 30. 'The Governor-General has issued a proclamation calling on all persons between 21 and 35 years, single or widowt ers without children, to enlist under i the provisions for military service within the limits of the Commonwealth and any Commonwealth territory during the continuance of the war. It is intended to first call up all men whoso surnames begin with A. and B. They report on Tuesday morning. Exemptions include those engaged in ordinary occupations but. who are indispensable.

; The proclamation empowers tho ■ military to compel, proprietors of picture shows to exhibit the proclamation on I their screens.

' OBJECTIONS IN PARLIAMENT. >■ In the House of Representatives, on ■ithoimotionjforradjournment, Mr MatJthews protested that no .'reason had been! ifor the issue .of the proclamation calling.up men, as the Constitution demancled.

, !- Mr Hughes, in reply, said the law would be observed. He appealed to every man to respect the law. In the Senate Mr Pearce stated that the Government was appointing a committee of civilians to decide in what industries men should be exempted. Mr Pearce's-motion for the adjournment was strongly opposed.

Mr Mullan moved an amendment, that the Senate should adjourn until Tuesday, with the object of determining whether to countenance tho Government's action in calling up troops without the proclamation coming beforo Parliament.

The amendment was earned by S votes to 7. '
