(Router's Service.) A Canea telegram states that a Proclamation of the Provisional Government lias been signed by Venizelos and Admiral Condourotis. It states that it will bo a liappy event if at the eleventh hour the King will change his, policy, or decide to tako the lead of the national forces alongside tho Allies and Serbians, and drive out the Bulgaiian invaders. In the contrary event it will bo tho Provisional Government's duty to do what is needful to save the country from threatening ruin.
