KAISER TALKS OF DEFENCE ' NOW, INCLUDING BELGIUM AS GERMANY. Received. 1 a.m., Nov. 14th. PETROGRAD., Nov. 13. The following Kaiser's order to the troops was fquhd on a German wounded in East Prussia: — "Thanks to' your valour, my heroes, France has been severely Belgium has been additd to our glorious provinces, and Germany's punitivo expedition to Russia has been a brilliant success. But although we have obtained due requital for affronted patriotism, Germany must now turn to the new task of protecting our hearths, which moribund Franco and barbarous Russia, are preparing to attack. Henceforward our military operations will take a new form.. It will be necessary to concentrate our enenry upon tho repulse of our enemies, otherwise Germany will be transformed into' an enslaved and degraded province of Rus- | sia and France.. Remember! Not on e step backward into our country.'' - BAVARIAN GENERAL. • ENCOURAGES HIS TROOPS. Received 10.5 p.irt., Oct. 13tli. LONDON, Nov. 12. The Bavarian Crown Prince addressed a general order to the troops saying:— •"Soldiers! Tile eyes of the world are •upon you in your present task. Do not relax your struggle with tho hated enemy till w e break <his arrogance once for all. He is already weakening. Numerous officers and privates of the enemy voluntarily surrendered. GERMAN GRAIN STOCKS.
A German agricultural report shows that wheat lias risen 29 per cent., rye 60, oats 26; and flour 50 per cent, compared with August prices. . Another source states that barley stocks are diminishing rapidly. Tho Government hesitate to reduce supplies to brewers, because a shortage of beer would dishearten the population.
