WHO CAUSED THE WAR?
THE KAISER, CUT THE CHANCE OF AVOIDING IT. Received 1.5 a.m., Sept. ISth. LONDON, Sept, 17. A White Paper lias been published which contains a despatch from Sir W. E. do Bunsen, British Ambassador at Vienna, in reference to the rupturo with Austria. It shows that on the Ist of August tho conversations between St. Petersburg and Vienna were proceeding in the friendliest terms. Austria had even assented to mediation on points in her ultimatum incompatible with Servian independence. It was at this point that Germany intervened, in an ultimatum to St. Petersburg and Paris, cutting short tho prospects of peace. A few days' delay would in all probability have saved Europe the greatest calamity in history.
