The. newspaper "Messagero" foreshadows a reconstruction of the Ministry and tlie inauguration of a new policy under the auspices of a national Cabinet representing all parties. There are wide-spread popular demonstrations in favour of Italy joining in, on behalf of the Triple Entente. It is expected that Roumania will; follow Italy's lead if .she abandons neu- I trality. j A FORGED SPEECH. LONDON., Sept. 10. The forged speech, alleged to -have' been made by Mr John Burns,, was issued by the so-called Berlina Agency, which professed to have received' it from Edinburgh. The correspondent who is named as the writer of the letter, is unknown, and tli© address given is in a very back slum. Eight 'thousand men at Belfast" enrolled in Kitchener's army. Tomlins, who was arrested on September 2, charged with having plans in his possession was discharged.
