PERSONAL OBSERVATIONS. Received 11.40 p.m., Sept. Btli. LONDON, Sept, 7. M. Auguste Narnerineu, town treasurer of Lourain, lias arrived in London. He states that the Germans taxed the town until tho people were penniless and foodlass. They then removed tho German wounded from the hospitals and marched field pieces into the town. Later in the evening, when the populace had entered their homes in conformity with German ord-ers, tho roar of cannons commenced, and the , sky was lit with sinister fires. Cavalry 1 charged through the streets sabring fugitive.;, and infantry were pasted on footpaths, with lingers on triggers; waiting for the people to rush out of tlicir houses or appear at windows. Iliey tortured helpless women and children for many long hours., and bundled men | and boys into trains going to GerI many. I
