Tim Russians, in conflict with Austrians near Lemberg, practically destroyed twelve divisions. i Austria's second army is also suffering severely in the region of Lublin, and is now retreating. Ifc is expected that the Russians will shortly smash the rest of the Austrian forces at Norodok. The Chief of the General Staff declares that Austria is no longer a factor in the war, twenty corps he expects to move' m a solid line to the Opoli river, whore the Germans will make their first real stand. ENCOURAGING REPORT. ENGLISH LETTER FROM MOSCOW. Received 11.40 p.m., Sept. Sth. LONDON, Sept. 7. An English business man in Moscow writes:—"You may be sure of one tiling—millions of men from Russia are properly equipped, and the spirit of the people is magnificent. Nearly seven millions of men have joined the colours ; none have shirked duty ; there is no boaatfulness anywhere; everyone is perfectly calm. The Czar arrived a few days ago, and was received grandly. The people were allowed to meet him without military or police precautions. \ i I
