Mr Bryan, in tho Senate, submitting pence commission treaties, said tTiey supplement existing arbitration, agreements, and provide for referring disputes to permanent International Commissions. The British treaty provides for representation of tho Dominions when they are involved. Tlki finding of a commission would not. be final, the contracting parties reserving the right to act independently after the report had been submitted.
