The modus operandi was to allow the ol'd Humphrey's Gulley Hotel license lor premises about 10 miles from Hokitika to lapse, thereby making an appuient opening. The police and C. Wagstaff, of Waitua. strongly objected to the application, and although the Magistrate, as. chairman, and one other member of the committee, opposed the application as illegal, a majority of the coin.mittee decided to grant' tho license.
