LONDON, July 7» Ten "Diehards'' voted in favour of Lord Willoughby de Brokel's motion for the rejection of the Amending Bill. Lord Roberts said the present crisis affected the very roots of the national existence. Any attempt to use the military to coerce Ulsteer would break and ruin the Army. He urged all in the cause of patriotism to d ro;> party differences and to seek a national solution to avert an inexpressible disaster to the Amy and the nation. Lord Curzon said he favoured a convention, hut time was too precious and the tension too acute to allow of that course being followed. They could not advocate these solutions when the tramp of armed men could he heard. The Amending Bill must fill the gap till a permanent settlement had been devised.
Lord Crewe said K if the dropping of the Home Rule Bill and the scrapping of "tile Government's policy were to he preliminary to ■ a conference or a convention. for a permanent settlement such a proposal could not he entertained. He asked the Opposition if .the total exclusion of Ulster were included in the Bill, would they give a guarantee against civil conflict. He was not ashamed to say that he heartily dreaded the idea of civil conflict.

Lord Dunraven lias given notice of an amendment to suspend Home Rule until a commission reports on the constitutional relations of the component parts of the Kingdom. Lord Macdonnell lias drafted a scheme of Home Rule within. Home Rule, which is virtually a, new Bill, in substitution for the Amending Billy It provides for an Ulster Council to be elected by proportional representation; control of education and the services to be administered by an Irish Local Government Board and the Department of Agriculture. The Council may be aboljbslied by a poll of the Ulster electorates after a quinquennium.
