The students of Oxford have established a 00-operntive store in order to decrease the cost of living within the University. Local tradesmen strongly resented this and tried to induce manufacturers and wholesale merchants not to supply the store with goods. NEW CARDINALS. INCLUDING TWO BRITISH. ROME, April 28. Thirteen new Cardinals will be created at a consistory on May 25th. They will include Bishop Basquet, president of the English Benedictine, and Begin, Archbishop of Quebec. The remainder will be Continental. ROYAL VISITS. BEARING OLIVE BRANCHES. LONDON, April 28. Mr Keir Hardie asked whether, in view of the beneficial results of the Royal visit to Paris, the Cabinet would advise His Majesty to visit Berlin, to strengthen the growing feeling of friendship between the British and Qerman peoples. Mr Acland replied that the King visited Berlin in 1913, and it would be impossible to pay further State visits abroad in ,1914. LONDON IN WAR. SAFE FROM BOMBARDMENT. Professor T. E. Holland, of Oxford, answering the query whether an aerial attack on London is possible, quotes a clause in the Hague Convention that it is forbidden to attack and bombard by any means whatever, towns, villages, and habitations which are not defended.

BRUSSELS, April 28. Professor Laurent attributes the numerous cases of cerebrospinal shock among soldiers in the; Balkans to air vibrations from passing projectiles. He confirms the observations made during the Russo-Japanese war.
