Tlie reply of Mr Knox, Secretary of State, to Sir Edward Grey regarding the Panama Canal intimates that the building of the Canal settled by itself the very questions raised on Britain's behalf. If arbitraton woro allowed it should be from American sources and not through The Hague. Mr Knox differs from Mr Taffc as to testing the tolls questions in the United States courts. The State Department does not intend to present its icply for a considerable time, and if Britain insists, Mr Knox will bo likely to'throw the whole question on the Senate's shoulders. Tho Senate is known to be certain, to reject, arbitration on any terms, only 27 members favouring it.
