Th© "Lokalanzeiger" says that Visoount Baldan© doubtless cam© to Germany in full agreement with his colleagues, with tho firm intention of achieving something in th© shape of an "entente." There certainly had been no question of mutual limitations of military and naval armaments. Th© "Lokalanzoiger" agrees that England needs a superior fleet, but states that Mr Churchill's declaration that th© German fleet is a luxury, discloses a regrettable ignoranc© of Germany's requirements. Th© "Cologne Gazette** says rhat doubtless Viscount Haldane's impressions will alter Mr Churchill's conceptions. " Vorwaerts," the Socialist organ, states that Mr Churchill's speech -is c plain answer to the forthcoming naval increase. PARTS, Feb. 12.
