HOME RULE QUESTIONS. A BILL FOR SCOTLAND. Press Association—By Tel.—Copyright. LONDON, August 16. Mr. H. Dobsiel mis introduced * Bill to establish a Legislature for Scotland on purely Scottish all'airs. The Eighty Club is starting a Home Rule cempaign, holding meetings and lectures in England. The Unionists are launching an antiHomo Rule campaign, with speakers from Ulster. Mr ,T. Devlin, speaking at Ballybofey, said that it was a matter of profound satisfaction that Ireland should have played so prominent a part iu giving a death-blow to the House of Lords. Home Rule dominated the light from beginning to end. It was to pass Home Rule that the Veto Bill was wanted. Mr Birrell, speaking at the National Literal Club, called on the Radicals to support the Government next session in carrying Home Rule. CONGRATULATING MR ASQUITH. ADELAIDE, August 17. The Assembly adopted the Premier's motion congratulating Mr Asquith on the passage of the Parliament Bill. Tlio Leader of the Opposition said he doubted the wisdom of interfering with bitter party politics in- England. NEW ZEALAND AND THE EMPIRE. PERTH, August 16. Tlie " Ceylon Observer " interviewed Sir J. G. Ward. With respect to the Stead interview, he said the -oversea dominions were certainly loyal to the Crown. As far as Now Zealand was concerned the people believed it to be in the best interests of the Empire that wo should regard ourselves as one. '■ Wo recognise that if, in a war with any combination, the Powers got the better of England, they should get the better of New Zealand concurrently; so the policy we adopt is to support the British Navy as far as we are able. We do not think New Zealand should start a local navy."
