In the House of Commons, Mr Harcourt, replying to a question, eaid ihe Government was refraining from appointing an- TJnder-Sccretary for the Colonies, pending the meeting of the Imperial Conference. He added vh&t it would be discourteous to tako a step .seeming to prejudico the result of the Conference discussion. Mr Hopwood would occupy the post honorarily during the Conference.
