Heretofore the. policies of tho United Stntes and iJritnin mrardinj; international law have hron much t!ie panic; our precedents have been theirs; wo nro guided hy Marshall and Story, they by Stowell, who sot a common course, tho development of which could ha continued and extended hy an Anglo-American declaration. Such an agreement could not fail to attract tho adhesion of other "Power. l ?. Tho Hongkong Chamber of Comn.eree is suppovling tho London Chamber's attitude in regard to tho Declaration of London.
