Per Press Association. WELLINGTON, Nov. 16. LEGISLATIVE COUNCIL, The Council met this afternoon, GOVERNMENT LUTE INSURANCE. Replying to Mr Paul, the AttorneyGeneral said the usual bonus to insurers in the Government Life Insurance Department would be distributed in April or May 1912. Local bills passed by the House were put through all stages and the Licensing Hill was dealt with in Committee. The Harbours, N.Z. Loans, and Old Age Pensions Bilk were passed in the evening sitting. HOUSE OF REPRESENTATIVES. The House met at 2.30 p.m. The Public Works Amendment 8.1 l was introduced by Governor's Message. Replying to Mr Allen, who asked what was the nature of the Bill, Sir J. G. Ward said that on Friday he would inform the House what Bills the Government intended to proceed with. One of them would be the Reserves Bill ("washing up" Bill), which contained several important matters. The Public Works Amendment Bill was one of the most important to be dealt with during the remainder of the session. Several Bills would be circulated on Thursday, but some of them would not he proceeded with.

The Bill was read a first time. The remainder of the sitting was occupied in discussing answers to ques» tions. SLAUGHTERING BILL. At the evening sitting a Slaughtering and Inspection Amendment Bill was introduced by Governor's Message. The second reading of the Dentists Act Amendment Bill was moved by.Mr Buddo. The Bill, he explained, gives to dentists' apprentices who on the date of the coming into operation of the Act (10th January, 1905) were indentured to dentists but- had failed to comply with the provisions of he Act an opportunity of passing the examination provided by the Act, and being registered under the same. On a division the second reading was carried by 51 to 10. The House went into committee on the Dentists Bill. An amendment proposed by Mr Wilford to clause 2. making it applicable to persons named in the schedule, was lost on the voices.

Mr Pavcy moved that apprentices or pupils of a dentist at the time of the passing of the Art, or within 15 months thereafter, may submit tliemselvos :'::r examination to a competent tribunal. On a division the amendment was carried by 51 to It.

The Minister moved a proviso to the effect thai, within throe months after the passing of the Act, application must be made for registration, and this was inserted. Progress ivjs then reported.
