The " Independente Beige" protests against tho reported intention of Holland to fortify Flushing. It declares tlia-t such a work cannot serve for Dutch defence, and says:—"England's ability to aid us by the Scheldt in the event of invasion is the supreme guarantee of our independence. Without th.s we are at the mercy of any of our neighbours desiring to violate our territory in order to reach ah' adversary. The Netherlands has no right to render this guarantee illusory by closing, the Scheldt."
