Prince Francis of Xeck, who liad recovered from a second operation for quinzv, travelled to London on Friday, and then had a re'iapse which necessitated his going to a nursing home and undergoing an operation for acute pleurisy. A Royal Commission has been appointed to report on the system of .keeping public records in .England and Wales particularly as to their arrangement, collection, preservation, and classification, Sir Frederick Pollock has been appointed chairman. A gigantic seismic disturbance has been registered at Santa Ilara Observatory, California. The seat of the disturbance is not located. NAVAL APPOINTMENTS. Rear-Admiral Jellico has been appointed to the command of the Atlantic Fleet in succession to Prince Louis of Batten berg. Rear-Admiral Briggs succeeds Rear-Admiral Jellicoe as Lord of the Admiralty and Controller of the Navy. LORD KITCHENER. With the King's approval, the Premier has requested Lord Kitchener to join the Council of Imperial Defence. KING MANUEL. King Manuel and his mother, who sailed in the Royal yacht Victoria and Albert for England, flew the Portuguese royal standard, and the fortress and warships tired sulfites on their arrival at Portsmouth. The Dowager Queen, Maria Pia, sailed in an Italian warship. COLONIAL IMPERIAL! STS. The Imperial Pioneers, including Sir William Russell and Mr William Templar, of New Zealand, and Captain Pounds, have held ten well-attended meetings in Yorkshire.
