BOROUGH COUNCIL.

FORTNIGHTLY MEETING. The fortnightly meeting of the Timaru Borough Council was held last night. Present—Deputy-Mayor Hawkey, Councillors Sealey, Oborn, Harney, Angland, Raymond, Porter, Watson, Beck, Gilchrist, and Satterthwaite.

The Deputy-Mayor said they would be sorry to learn of the serious illness of Councillor Sinclair in Sydney. He was in Sydney Hospital in a very low condition, though the crisis was noiV past. He hoped soon to hear of his complete restoration to health. The Timaru A. and P. Association desired the Council to send the water-cart oi't as far as the show grounds on show day. It was usual to do this, and he thought it should be done this year. The Deputy-Mayor's statement was approved and adopted, and on the motion of Councillors Angland and Raymond a motion of sympathy was passed witli Councillor Sinclair, and the hope expressed that lie would be speedily restored to health. CORRESPONDENCE.

Messrs Smithson and Raymond applied for the Council's consent to dedication of land belonging to Mr Cullman in Baker street, for street widening purposes.—Agreed to. The Caledonian Society wrote complaining of the unsatisfactory condition of the rubbish tip at Patiti Point.

Councillor Watson suggested that the tip be removed half a mile further south. It was at present a great nuisance, and a detriment to health. The Deputy-Mayor said he had looked into the matter of shifting the tip a little further south, and found that it could be done at a cost of £5 or £6.

Councillor Raymond said he thought it should be so shifted.

Councillor Satterthwaite proposed that a report be obtained from the Council's sanitary inspector, and Councillor Sealoy seconded.

Councillor Harney suggested leaving the matter to the engineer. It was decided to shift the tip further south.

M. laterson, manager of the abattoirs reported that:—During the month of September the following animals were slaughtered at the Borough abattoirs :-Cattle 182, sheep and lambs 1646, pigs 28, ca i TCs 5 TJlese ngures represented an increase of ?>3 cattle and 223 sheep as compared with those for September of last year Seven cattle and four pigs were found to be diseased and dealt with accordingly. Arrangements bad been made for the removal of three in Braceheld s paddock. Owing to the increasing number of sheep dealt with, it was desirable that a drafting race be erected at the yards.

The acting librarian reported that the attendance m the news room for the month of September was 6570. Three hundred and three persons had feigned tiifi Reference Library Book during the month. The Borough engineer, Mr W. R. Leedcr reported the bank in front or Mr Webb's section College road had been removed at the estimated cost. I he fencing of the new area at the reservoir was also completed. In regard to Mr Gilbert's claim for damage to fence in Cameron street,. about threequarters of a chain of the fence had been buried with debris and it would be necessary to remove another threequarters of a chain of this fence to enable the contractor to form the street out to its full width. If the Council, agreed to supply sufficient new material to make up the threequarters of a chain that had been buried, Mr Guilbert would undertake to do the labour of re-erection gratis. He recommended the Council to agree to this. He recommended that the 4xncJi cast iron water main for Te Rautaweka road remain in abeyance until the new main pipe line was completed down Wai-iti road. The fresh water shower in one of the oompartn?ent -r ° f the flsed ba t h inp shed near the lea. Rooms was on the point of completion and the convenience at bathing shed north wall was underway. The matter of Mr P. O'Hagan's section, Rathmore street, should stand over until the levels for these streets were adopted. At the Centurv Baths somr minor repairs had been completed, hor the Oxford street formation, etc., he had run out the levels and reported that a. good workable grade could be got bv reducing the lull at the east end of Raymond street, and filling up the gullv to the adopted level. Cleaning footway and channels, etc. A fair amount of this work had been put through on Cha '-Ices, Princess. Barnard, Woollcombe. Rhodes Cqlege, Buchanan, Babington and King streets, and pprt of Town Belt, James and Flinders streets. At the head race good progress was being made with cleaning. Twenty-one building permits Lavs bean issued during the past month, estimated cost £7OS3, and 38 water applications had also been dealt with. Til- Sanitary Inspector, Mr -T. R. Sniti, reported that he had 'uspwk'd premises in Wai-iti road, Nile, T;eston. Creek and Thomas streets and Avenue road, and gave a list.of the nuisances dealt with. The insi ection of sanitary convenien res at places of public amusement had bc-en attended -to. During the past foitlight three cases of infections discse had been notified as existing within tho. borough- boundary. [ It was decided that the engineer supply Mr Guilbert with necessary material to re-erect fence in Cameron street; that the placing of a -1-inch main in Te Raitaweka road be deferred until the new trunk main is laid ; that Mr O'Hagan's application for improvement to Rathmore street be held over until the levels are adopted; that the channel on west side of Stafford street from North to Heaton street be run in and cemented to the stone kerb ; that the footway on the west side of such street be kerbed and channelled where necessary, one third of the cost to be charged to the frontages; that repairs to library windows be attended to: that Mr Hall, architect, be instructed to prepare plans and specifications for suitable lavatory and sanitary conveniences and dressing rooms at the Parkcost not to exceed £250. ' A long discussion took place on the last ..clause, some Councillors being of opinion that £250 was too much to

spend on Park conveniences. The clause was, however, eventually carried. ACCOUNTS. Accounts amounting to £844 16s Id were uassed for payment, made up as follows:—General £320 IDs 6d, special rate r.ceount £139 17s, waterworks account £3B-1 8s 7d.

THE NEW RESERVOIR. Three tenders were received for making the new reservoir and enlarging lib old one. The engineer's estimate was £9191, and tenders were as ioliows.-—\V. J. Black and Son JJSIUO 3s 4d; Brightlmg and Marriott (Christchurch; £10,934 3s 6d; T. i*'. Slowey £y293 lUs. On the motion of Councillors Satterthwaite and Gilchrist the tender of }V. J. Black and Son was accepted subject to the sureties being approved by the Finance Committee. GENERAL.

Councillor Harney asked that that part cf Craigie Avenue from Roberts street to CoUeye road be kerbed and channelled.

Councillor Watson complained of the way tiie kerbing and channelling was £>?mg Imng up.
