The " Daily Chronicle," commenting on the House of Lords' intended delay of tlie second reading of the Budget until November 22nd, suspects thati the tariffito peers intend to bo present in time for the scoffing of their tamer brethren. The peers, though anxious, would be afraid to strike. Tlioy would look for a sign from the heavens but none would be given. The "Times" attacks the legislation tacked on to the Budget, and hints that it is tbe House of Lords' duty to reject such tacking. BILL REJECTED. FREE TRADE RALLY. Received 10.45 p.m., Nov. 9lh. LONDON, Nov. U. At the Earl of Derby's instance, after speeches by Lords Loreburn, Middleton, Farquhar, Crewe and others, the London Elections Bill was rejected by 157 votes to 40 votes. The Conservatives are inaugurating a. meeting of the National Union in November at which Mr Balfour will speak on free trade.
