Steyn, in an interview on the eve of sailing for South Africa, declared that a coalition Ministry was impossible at present, but tho existing Ministers might form a union Government. Ho protested at tho agitation against Mr Hertzog's educational Act, which lie declared was working well and would keep the scales even between the two nationalities. He added that the union should take over tlie protectorates at the earliest possible moment.. So long ■as the Imperial Government has direct control cf tho natives, Imperial interference was possible.
