Pringle, contending that relief works," whether'; national" 'or"' m'tuiicipal, under the -Unemployed Act, intensified the evil. They remark that industry is at present unorganised economically, that trade unions had doiio their best to steady labour, that any State or rate funds spent, in aid of unemployed should supplement tho trade union funds, and thus give a bonus to thrift.
