THE PUBLIC LIBRARY.
BY-LAWS ADOPTED. Yesterday at noon a special inept in g of tht> Tiniaru Borough Council was held for the purpose ot confirming the bv-laws governing the iie\v' public library. There were present —-The Mayor and Councillors Hawkey, ".Sinclair, Watson, Oborn, Raymond; Porter, and Satterthwaite. • ' A little discussion took place ,on ™ie question of making the, lending- department of tiie library free, to others as well as to residents of;.the"BorOUgll. -ill Councillor Sinclair said he thought this should he done. The Mayor said that they could not afford to run the library—"not. at all events for a start —on any more liberal basis than was provided for. in-the bylaws, namely, to allow a ratepayer a iid his wife, and a rentpayer and'his wife, in the Borough, the free use. of the library. '- Councillor Sinclair also said that he did not think it right that-a'ny-pat-t of the £ISOO obtained from the old Mechanics' Institute should" be spent on equipping the new libtary; he thought it should be all ; spent on hooks. The Mayor said the Library Bill which Mr Carnegie had secn ; and had offered no objection to, contained a provision that this money could be spent on both books and equipment. On a vote being taken tile, by-laws were confirmed after it liad i been .made clear, as set out above, as -to how far the library is to be free. ;; Councillor Sinclair was the only- opponent of the motion.
