The latter was proceeding to widen and relay the Mukdcn-Antiirg railway, withoutChinese coo-peration. The line was originally laid for war purposes. The Chinese bad agreed to its reconstruction, but procrastination and obstructions forced Japan to take independent action. The Japanese War Office asserts that it is prepared for every eventuality.
Dr. Morrison states that the Chinese opposition is due to Japan taking the land whereon the railway is laid without compensating the owners.
