It declares that France has spent £120,000,000 during the last decade, and Germany rather less, yet France was second' in naval power a decade ago, now she is fourth; Germany, which was fourth, is now second. This state of a Hairs,; the report says, is due to absence of organisation. Ships are ordered before the plans are completed, Six of the battleships of the Danton type cost 50 per cent, above the estimates. There is not a single graving I'o'ok 'to accommodate the Dantons. These will be finished* in 1911, but guns and ammunition will only be ready in 1914-15. Some of the guns wvre ordered without the models being tested. The defects in existing guns have caused so many accidents that the Mediterranean squadron bad abandoned firing practice. Some of the big guns were worn out after 100 rounds had been r ired from them.
