Lord Roscbery, in a letter to the papers says that Mr Lloyd George's Budget is a social and political revolution of the first magnitude. Whatever its merits it will effect vast changes without the faintest desire or attempt to ascertain the people's views. The country had changed its character if it failed to see that the absolute rule of the party in power differs little from the despotism of individuals. It was a. sinister synniton of the former that the jealous vigilance in regard to the people's liberties had been replaced by apathy. THE LABOUR EXCHANGES. MINISTERIAL PROMISE. LONDON, June 23. 11l response to Trade Union appeals, Mr Churchill, in committee 011 the Tif'mnr Exchanges Bill, promised to add an amendment putting the cx'•haniros out of gear during strikes ,f the Trade Union leader felt that the exchanges ought to be absolutely neutral. but hoped that the Labour Party would accept the German method, whereby the bureau continued work, taking no notice of strikers. THE LAND TAXES. SCENES IN THE HOUSE. Received 10.-10 r>.m., June 23rd. LONDON, June 23. air Pretyman's amendment definitely exempting agricultural land from the increment value duty was rejected ,bv 301 to 196 votes, 11 amid loud opposition cheering. • The Nationalists supported the amendment. An angry scene followed the chairman's acceptance of Mr Llovd George's motion for closure 011 the first three lines of clause 1, thereby shutting out 38 amendments, including ail amendment vetoing the tax 011 ungotten minerals. The ITnionists shouted : " Put the whole Bill," and declined to go to the lobbies.
The scene continued until the House adjourned.
