PASSING.. NOTES,

The majority of the candidates for election to .the Borough Council of Timarti to-morrow, publish addresses to the electors in our advertising columns this, morning. Tie Sandietown school was comfortably filled last night with, electors assembled to hear Messrs Gilchrist and Sinclair state their views as candidates. Mr Peter Campbell presided. Mr Gilchrist spoke first, and stated that he was opposed to • undertaking any _ further works that would involve an increase of the rates,' except the augmentation of the water supply, ■which he agreed was necessary, and when the old waterworks loan was renewed they should be able to reduce the rates. He was altogether opposed to building.' either a town hall or a theatre, these being proper 'objects for private enterprise, and he was of opinion that the erection of new municipal buildings could stand over for,some years yet. Mr Gilchrist made some remarks in reply to insinuations in the letter of "Ratepayer " in that morning's "Herald." In regard to abattoir management there was not the slightest friction between the butchers and the Council, arid "Ratepayer " had jumped to a false' conclusion in mat respect. So also in his statement that he (Mr Gilchrist) was a blind follower of Mr Sinclair. r ,lf the meeting.at the South (school had v come off he would have spoken first; and if he happened to_ agree ■ with'' Mr Sinclair on most points, it was unfair to infer that he was merely a follower. Mr Sinclair spoke to the same effect as in .his interview, with our reporter on Friday night. He believed in improving the water supply, and when the loans -matured and were reborrowed at a lower rate, the saving, and the profits , from water, would enable that to be done without adding to the ratepayers' burdens. He would not agree to any building schemes at all until the drainage works were completed and all financial arrangements put on ; a proper footing. Both candidates, and the chairman, were accorded a vote of thanks.
