St. Petersburg- official documents do not mention b.is royal' title., and the official reception has pleased the Russians, but feeling in Bulgaria is sore, inasmuch as Russia's recognition of King Ferdinand is so manifestly premature, isolated, and informal. HOPEFUL OUTLOOK. Received 12.20 a.m., Feb. L4<h. .CONSTANTINOPLE, Feb. 2.5. Hilme Pasha, in ait interview wiih the correspondent of the "Agency Belgars," declared that he wis mo'-e hopeful of a settlement, adding: "I desire a very close understanding with Bulgaria. The negotiations are progressing."
