PREVENTION OE CRIMES BILL. LONDON. Dec. 8. The Prevention of Crimes Bill has been read a third time. It embodies preventive methods by detention of accused persons. The Court is empowered to sentence for that purpose to a minimum of five years and a maximum of ten years, and the Home Secretary is empowered to shorten sentences. TIIK UNEMPLOYED. Mr Keir Hardie has introduced a Bill to amend the Unemployed Act, so as to enable the authorities to pay wages out of a hall penny rale, and has already empowered the Local Government Board to appoint local distress committees where none existed, though required.
