The German Consul-General does r.ot attach importance to the suggestion to establish a German penal settlement in the Pacific. The party is a small one and clause 5 of the reciprocity agreement between Germany and England, mide in 1886, concerning freedom of trade between Germany and British possessions says that both Governments .-hall er.gage not to establish any penal settlement in, or transport convicts to, the western Pacific-.
