There was about £IOOO ot rates outstanding, and notice should be -riven that the 10 per cent, penalty would be added after Ist, January. T>e Premier passed through iimaru that dav, and ha had the Honour and p.easure of welcoming him. He also invited Sir Joseph to 'make a stay between trains on his return north, and he promised to tend woul if .he could manage to do 60. If he could, the Mayor thought thought the Council should do something to entertain him. '',,-, The Levels County Council had acknowledged receipt of the Council's plans and specification for the improvement of Has - sail and Roberts streets, and probably they thought that was all they had to do. Tenders should' be called for.. next meeting, and the work put through, : and the, account could be squared with the- Levels Council afterwards. Messrs Scot* had now, at. last, begun fixing the electric light cable on the street. The Lighting ( Committee recommended that arrangements be made wi ii them for fixing two..-■ additional'. 1000 c.p. lamps in Stafford street, and for the lighting of Caroline Bay and Alexandra Square and both band rotundas. The captain of H.M.S. Pioneer had written that he would' visit Timaru with his'ship between the 17th and 21st inst., the exact date he would send later. The Mayor suggested that Captain-Miller and his' officers might be taken for a drive into the country, and that the. Council's projected visit * to the Raincliff reserve would be a suitable excursion for the visitors..

SEA BATHING. Mr Corlett's tender had been aecep'.ed' ''for building bathing vans and stages, and also' for two rafts to be anchored out, \>ne a eouple of chains off. the north mple, the other opposite the ladius'< bathing shed Captain Clarkson had pointed out, however, that it would be dangerous to anchor a" raft in shadow water wheie vouno- children, could .wadteu.out to it, as *hev micrht get beneath it arid u= drowned. After such a warning the Council, must be careful what they old in this way. Councillor Oborn said the. staging on "the north mole was in the ; wrong place, opposite the ballast wharf, as ballast- tipped there had made a shoal upon which a crood dive could not be. tod The Mayor said the place was named by some of the swimmers, and: a councillor said bathers must be. as fond of grumbling as of dipping. STREET WATERING.

Three tenders were received for constructing and supplying a 600; gallon street watering waggon: —Cooper and Duncan, ■ Pliristchurch £95; P. and D. Duncan, ' Chrktchufen., £111; Wallace and Cooper, Timaru, £IOO. The tenders were referred to the overseer for comparison of the specifications supplied, to' report whether they were suitable, and the finance committee were asked to meet this afternoon to accept a bender. • ■ . ' " . ; The Mayor suggested that it would be necessary to decide whether the watering should be extended into the residential streets. He feared that if some of these street's were watered, there would be dissatisfaction in streets not- attended to. Councillor Hawkey thought the watering should be confined to the business part of the town.

Councillor Parks and Rothwell "argued that the dust camei in from the outer streets, and it should be stopped, there. It was however agreed to postpone a' decision on this point until it is seen what the new machine can do. The cost of new ..stand pipes was mentioned as a deteirenti to a wide.extension of the radius of operation of the carte. CORRESPONDENCE. The ■■inspector of the.Department of Labour forwarded a, copy of the Factories Act Amendment Act, 1907, which was now in force. Section 15 provided that steps might be taken in any borough outside of the four centres, to change the Saturday half holiday for boys under 18, and women employed in factories' and workshops to the day observed by shops. —A special meeting" was ordered to b9 convened for January 14th to fix the half holiday for the ensuing year.—The town clerk stated that a poll must be taken for the adoption of the new Act, on a requisition from one-tenth' (250) of the ratepayers. The 10 pepr cent, penalty on overdue rates was ordered to be imposed according to law. The Fire Brigade Committee were authorised to erect hose drying poles at the east end of the Council Chambers.' SANITARY.

The secretary of the High School Board wrote -asking if <tihe Board would take the drainage, from the new boarding-school, North ..street-,, the- Board undertaking to make all connections with the invert-. The building is just outside ithe Borough boundary. —The request was granted, on condition that no water-closets ,l>e connected and thait the drainage be discontinued ait one month's notice. The latter condition was imposed in view of the change that would te made necessary when the underground system reaches, that locality. Councillor Leathwick drew attention to a foul drain in the further end of North street. The Council undertook to take the drainage,, and the residents had promised to pay £lO towards the cost of carrying the drain across the road; % and it !h'ad not been done. Th.3 Mayor recalled the fact that Borough ratepayers objected to taking the drainage. Couuqillor Leathwick said that objection was to nold good until the invert was made, -and it had been made.

The said the best plan would be to channel the street, and if the residents subscribed the cost of a channel they would g*)b rid of most of the nuisance. Councillor Leathwick also drew attention to the very bad state of, Eaymond fltresit, the drainage stagnating in.a hollow and then flowing further, and into the Borough, after it had become full of microbes. TOisre were cases of fever-in the street, and a danger of ib causing fever in the borough. After some desultory discussion, the Mayor said he thought *a temporary drain irf.ght be put d«wn ito cany the drainage to the invert in the Borough; and if the danger originated in tlhe County, the Health Officer should, be invited to look into at.

Councillor Bowker mentioned that a Borough drain running into itihe county at Buchanan's paddock was "enough to knock you down." It should be fleshed or swept once a week. ACCOUNTS.
