CONSUMPTIVE SANATORIUM.
THE ENABLING BILL. At yesterday's mes;ing of J -he South Canterbury Hospital Board a telegram wa-s leeeived fro in the Hon. J. Ar.stey, in reply to an inquiry as to what extent the i'ublic Health- Act Amendment Bill had been amended in accordance with the desires of the Board, so'far as it related to the combination of _ this Board with the North Canterbury Board to establish a sanatorium for consumptives. Ibe .telegram leferred memebsr to amendments sent up by the Board's solicitor, Mr Kinnerney, and in the absence of a copy of these" the Board could make nothing" of it. After the mac-ting the secittary obtained a copy from Mr Kinnerney. and handed it, with Mr Anxtey's telegram to our reporter. !lhe telegram contains some ambiguities but it appears -to show that the Bill lias been amended in these directions: ClauVe 2 as amended permits the combined Beards to "acquire," as well as " establish and maintain" a. sanatorium. In its original form it did not definitely permit them to take over the. work already dons at the Cashmere Hills. A like addition for the .s-ame purpose is made to clause 5. . On clause 5 Mr Kinnr.rney's addition is adopted, authorising; the Govermor-in.-Council to decide anv dispute as to which of the combined Boards the sanatorium shall b3 invsstai in. The same provision is added to clause 4, relating to the agreement - to be mada b'v the Boards regarding the powers of the joint comm'ttea of management. Mr Kinnerney proposed additional details, fbdno. among them, that representation, on Hie Committee should be as far as possible based on the amount of contributions from each district. Th's was not adopted- Power to mak* by-laws was added to this clause, in lieu of Mr Ivmnernev's proposal' (Xo. 8) defining jpm» particularly the power given by clause 11 to the Governor-in-C'ouncil to make resulat ions. ■ _ . . ',-;'- .On claues 9,. -that in the disposal of property on" an agreement being cancelled, due regard should be had to the financial interests of tlie Board's', which had contributed to the establishmient. and maintenance of the sanatorium. : Section 4 gives the Chief Health Officer power to. cancel ah agreement regarding apportionment of contributions if he considers it no longer* equitable,. arid to iaicreas* or diminish -the number of con'tributory local' authorities.. Mr KiriTiemey proposed to cancel tlr,s, and provide' for a new apportionment being made on !: the, application of any contributory local 1 : authority, or by order of -a 'Stipendiary Magistrate,: as m the .ease of the first' agreement, increase or '-diminution of the number of coritributoryybodies ;to, be effected in the manri.eiv <. Rejection of 'tliese proposals leaves the i)Qwer of cancelling- agreement, and increasing or 'dimanVhing the numbsr of contributory bodies in the hands of the 'Chief'Health Officer,; but the terms of the new arrangement are to be made by the: BflSrds or a > Stipendiary Magistrate.
