Replying to Sir William Redmond Mr Runciman, said that , the Protector of the Aborigines reports that there is an almost unanimous opinion among those with practical experience that chaining by the neck is .the most humane method of preventing escape. The Government did not share that opinion, and will direct the Governor as opportunity offers, to impress upon the West Australian Government the objections which "the continuance of the practice cannot fail to excite in England. SLAVERY IN EAST AFRICA.
Mr Churchill states that the legal status of slavery will be abolished in Mombassa, and the East African protectorate in October. Parliament will be asked to vote for compensation.
