retained the power to enforce the recent agreement entered into with the shipowners, though it did not atl'ect the owners' power to enforce it; but it seemed to him that the owners were quite willing that the men should have a monopoly of (he work on the wharves and shut out anybody they liked, so long as the plovers" themselves were not inconvenienced. It seemed that the employers were tacitly, but quite unknowingly, parties to a course of conduct which it was the intention of the Act to forbid.
