are widespread, and increasing. The grievances are partly personal, and largely the result of sympathy with the land- policy of the Duma. Even the Cossacks are demanding freer political institutions. The Government, finding it impossible to prevent soldiers discussing politics, i urge the officers to instil antirevoiutionary views. The officials still threaten. Jewish massacres despite Prince Urusoffs disclosures. Five officers, two sergeants,' and thirteen civilians, were court-martialled at Warsaw for forming a secret association ta incite the troops to mutiny. Many of the Warsaw police exe fl«e.xg to Austria. Owing to the constant assassinations by terrorists the troops are widely refusing police duties. There was severe fighting at Tsareff between the peasants and the Cossacks. The latter were worsted, and many were injured.
