INSANITARY TOWNSHIP.
ST. ANDREWS' IN DANGER. • At the Waimate County Council meeting yesterday reports were read from Dr Finch, District Officer, Mr, Mackenzie, Departmental .Sanitary Inspector,: and Mr W. Guilford, local sanitary inspector, regarding the sanitary condition of St. Andrews. Dr Finch had had some bottles of well ■water analysed and it was found to be unfit for use owing to its being contaminated by sewage. Dr Finch and Mr Mackenzie reported that qp. inspecting the township they found the water supply to be mainly derived, from shallow shingle wells, and in many cases there ..were, night soil pits and manure heaps within a few yards of wells. Where,pans were.iised in closets,the conr tents' were buried in gardens. Pigsties were found in too close proximity to wells. Dr Finch made recommendations, the abolition of cesspits, provision for emptying closet pans, abolition of pigsties on small sections, cessation of the use of the sale yards as sheep camping yards; and ha suggested also the consideration of a. pipe drain to the !tea with a few mam. branches*'
Mr Lyall he met Inspector Mackenzie, at St. Andrews, and he suggested' that the Council should take the matter in hand, supply a night soil cart, and employ someone to-use it. He. did not think nriderground drains would do, as there would be no water to flush them with.
; The councillors were not certain of their power to collect a fee'or'rate: for such ser4 ■vices rendered, aad the Lyali and the clerk were: requested to look into this side.of the matter and report.
