The messagj which came to hand on Saturday, dated Rome, February 2nd, stated that the Fortis Ministry had been defeated by 221 votes to 188 votes, " mainly as a result of their domestic policj'." . This is the second time, within a few months," that Signor Fortis has been defeated. A division taken in the Chamber on December 17th on the modus yivendi with Spain resulted in the defeat of the Government by 277 votes to 124 and Signor Fortis tendered the resignation of the Ministry to the King. His Majesty did not accept the resignation and Signor Fortis undertook the formation of a new Cabinet, which in turn has now resigned.
