Lord Lansdowne gave the following account, of the -working of the Scott Act in Caruida during his administratis : —"ln ! In the meantime there had been bitter animosities, constant evasion of the law, contraband dealing and the substitution of dangerous intoxicants for nsor* harmless and bulky fluids.
